Freedom of Information request Accessible Parking, Toilets and Step-Free Access at your Sites

Response published: 15 September 2026

FOI Request

Dear Information Governance Team, Under the Freedom of Information Act 2000 (and the Environmental Information Regulations 2004 where applicable), I request the following recorded information. I am a disabled person building Wren Nav, a free, non-commercial accessibility map of the UK. It shows disabled people where accessible toilets, Blue Badge bays and step-free entrances actually are. Hospital and clinic sites matter more than almost anywhere else, because we have no choice about going to them. To keep this cheap for you, I am not asking how many designated disabled parking spaces you have — that is already published for every site in the annual Estates Returns Information Collection and I have taken it from there. I am asking for the four things ERIC does not record. 1. Location of designated disabled parking bays. For each site the Trust operates: which car park, and grid reference, latitude/longitude or postcode if held. 2. Accessible toilets. For each site, the location of wheelchair-accessible toilets — building, floor and department is enough — and whether each needs a RADAR key. 3. Changing Places toilets. For each site, whether the Trust has a facility meeting BS 8300, where it is, and its opening arrangements. 4. Step-free entrances and accessible drop-off. For each site, which entrances are step-free, and where any designated accessible drop-off point is. If any of this already exists as a spreadsheet, GIS layer, access audit, AccessAble survey or estates plan, please send it in the format it is already in. A raw export is easier for you than a written summary and more useful to me. Electronic copy by email please. Please treat the four items as severable. If one would exceed the appropriate limit, answer the others and tell me under section 16 how to narrow the rest, rather than refusing the whole request. The map is free, carries no advertising and will never be sold. If the Trust is content for the information to be re-used and republished for that purpose, please say so. Thank you for your time. Yours faithfully,

Freedom of Information Request – Ref: FOI 269-2026

Thank you for your recent Freedom of Information request. Please find our response below.

You asked:

1. Location of designated disabled parking bays. For each site the Trust operates: which car park, and grid reference, latitude/longitude or postcode if held.

Our response:

The Trust does not hold a centrally maintained record identifying the precise location of designated disabled parking bays, including specific car parks, bay locations, grid references, postcodes for individual bays, or latitude/longitude coordinates. Under section 1(1)(a) of the Freedom of Information Act 2000, the Trust can confirm that this recorded information is not held.

The Trust does hold information submitted through the Estates Returns Information Collection (ERIC) relating to the number of disabled parking spaces available at certain sites. This information is provided below.

You asked:

2. Accessible toilets. For each site, the location of wheelchair-accessible toilets — building, floor and department is enough — and whether each needs a RADAR key.

Our response:

Please see the attached spreadsheet, WCs Changing places (click on this link), which contains the information held by the Trust regarding accessible toilet facilities.

No RADAR keys are required for the facilities listed.

You asked:

3. Changing Places toilets. For each site, whether the Trust has a facility meeting BS 8300, where it is, and its opening arrangements.

Our response:

The Trust is aware of two Changing Places facilities, located at:

  • Forest of Dean Community Hospital
  • Independent Living Centre

The Trust does not hold recorded information confirming whether these facilities meet the requirements of BS 8300. Compliance could only be confirmed through a specific audit, which has not been undertaken.

The facilities are available during the normal opening hours of the respective sites.

You asked:

4. Step-free entrances and accessible drop-off. For each site, which entrances are step-free, and where any designated accessible drop-off point is.

Our response:

The Trust does not hold a centrally maintained record identifying individual step-free entrances or designated accessible drop-off points for each site.

The Trust can advise that patient-facing sites are designed to provide accessible access arrangements; however, the specific information requested is not held in a recorded format.
