Training Compliance

Dear Freedom of Information Team,
This is a request for information under the Freedom of Information Act 2000.
We are seeking recorded information relating to your Trust’s compliance with the statutory learning disability and autism training requirements for health and social care staff, introduced under the Health and Care Act 2022 and associated regulations, including the implementation of the Oliver McGowan Code of Practice.
Please provide the following information for your Trust.
1. Training programme used
a) Please confirm whether the Trust uses:
• The Oliver McGowan Mandatory Training on Learning Disability and Autism; or
• An alternative training programme intended to meet the statutory requirements.
b) If an alternative training programme is used, please provide:
• The name and description of the training programme(s);
and
• Any recorded rationale, policy, or assessment used to determine that the alternative programme satisfies the statutory requirement.

2. Workforce size
Please provide the total number of staff employed by the Trust (headcount), using your standard reporting methodology, for each of the last three completed reporting years; and please state the reporting period used (e.g. calendar year, financial year). This should include temporary/bank/agency/locum staff.
3. Training eligibility and compliance data
For each of the last three completed reporting years (using your standard annual training compliance reporting cycle and stating the reporting period used), please provide:
a) The total number of staff identified as requiring learning disability and autism training.
b) If training is delivered at different levels/tiers, for each level/tier:
• The number of staff identified as requiring that level/tier;
• The number of staff recorded as being compliant with that level/tier;

c) If training is only delivered at a single tier, please state number of staff recorded as being compliant with the training.
d) The equivalent figures specifically for Psychiatrists and trainee Psychiatrists.
4. Definitions and methodology
Please provide definitions and methods used to compile the figures above, including:
a) Your definition of “compliant” for reporting purposes, including whether this requires completion of all required components of the relevant training.
b) Any internal guidance, policy, criteria, or role-mapping used to determine:
• Which staff are required to undertake the training; and
• Which staff are required to complete different levels/tiers (if applicable).

5. Governance, reporting and audit
Please provide copies of any recorded reports, audits, dashboards, committee papers, board reports, or submissions to external regulators from the last three completed reporting years related to monitoring, auditing, or reporting compliance with these training requirements.
If any part of this request would exceed the appropriate cost limit, please advise and provide assistance under section 16 of the Act to refine the request.

I would like to please make a freedom of information request dated 20/01/2026 regarding the following:

1. Do you have any current MPAC trainees?
a. If yes, how many MPAC trainees do you have?

2. Are you employing any Multi-Professional Approved Clinicians (MPACs)?
a. If yes, how many Multi-Professional Approved Clinicians (MPACs) are you employing?

3. Do your employed MPACs take on Responsible Clinician (RC) roles?
a. If yes, in what setting do they take on these roles? For example, are they acting as RC on an individual level for individual service users, or at a team level for a ward?

4. Do your employed MPACs have any clear supervisory roles for resident doctors?

5. Do your employed MPACs take on the nominated deputy role for completing 5(2)?

6. Do your employed MPACs take part on the on call rota?

7. Do you have a clear policy to determine allocation of psychiatrists or MPACs as the RC?

8. In cases where the MPAC is acting as the RC but not a qualified prescriber, what mechanism do you have in place to ensure a suitably qualified AC is in charge of prescriptions?

Dear Gloucestershire Health and Care NHS Foundation Trust,

Basic Life Support and Advanced Life Support Training

I am an year 1 medical student working on a project about Basic Life Support and Advanced Life Support readiness of medical professionals in the country.

I would like to ask:

1. What is the required frequency for statutory BLS training?

2. What incentives or measures has the trust adopted to encourage annual BLS training for medical professionals with patient facing duties ( no pay progression if mandatory training not completed, departmental sessions, ESR alerts, managerial supervision of mandatory training etc)?

3. Does the organisation require resus teams to have Advanced Life Support training?

Care Plans/Risk Assessment & History/Suicide Prevention Awareness

Data showing the amount and type of training that has been given to any member of patient facing staff that works for the crisis team covering Cheltenham and Gloucester in relation to formulating patient care plans, risk assessments/ risk history and suicide prevention awareness since:

– 1st September 2025 until present day

and

– January 2024 to January 2025

Use of Simulation in Staff Training

Dear FOI Team,
I am writing under the Freedom of Information Act to request information regarding the use of simulation-based training within your Trust. Specifically, I would be grateful if you could provide the following details:
1. Does the Trust currently use simulation to train any staff groups (e.g., consultants, resident doctors, nurses, allied health professionals, etc.)?
2. If yes, what simulation methodologies are employed (e.g., role-play with actors, digital avatars, augmented reality, virtual reality, or other approaches)?
3. What were the initial setup costs for implementing simulation training?
4. What are the ongoing annual costs, if any, associated with maintaining and delivering simulation training?
5. How many trainees did the Trust host in the last financial year (2024/2025) who were enrolled in training for a mental health–related profession?
If some or all of this information is not available, please provide the details that are held by the Trust.

Basic Life Support Training

I am a first-year medical student participating in a cross-cultural study between the UK and Bulgaria. Myself and other NHS professionals and students would like to ask the following questions, so that we can compare this to the training done in Bulgaria, before a Resus council is set up there.

1/ Is Basic Life Support course mandatory for the medical professionals working for the Trust?

2/ How many courses per year does your resus training department deliver?

3/ What percentage of doctors/nurses/midwives and other allied health professionals have done BLS training in the last 1 year?

4/ What percentage of your medical personnel have profession specific Advanced Life Support training?

1. Current Learning Management System (LMS)
a. What Learning Management System (LMS) or e-learning platform(s) does your organisation currently use?
b. If Totara or Moodle is in use, please confirm which version is currently implemented.
c. What is the LMS primarily used for (e.g. internal staff development, compliance training, onboarding, external learner access, apprenticeship delivery)?

2. Contract and Provider Details
a. Who is your current LMS support, hosting, or implementation provider?
b. What is the value of your LMS-related contract per annum?
c. What is the contract start and end date (including any optional extension periods)?
d. Please confirm if the LMS is hosted on-premise, via a private cloud, or through a SaaS model.
3. Procurement and Decision-Making
a. What is the name and role of the person responsible for the learning platform and/or digital learning strategy?
b. What is the name and role of the commercial contact responsible for LMS procurement or renewals?

4. Planned Changes or Reviews
a. Are there any plans to review or replace your LMS in the next 12–24 months?
b. Are there any scheduled or anticipated procurement events or tenders related to learning, compliance, or workforce development systems?

5. Integration and Strategic Use
a. Is your LMS currently integrated with other internal systems (e.g. HRIS, payroll, CRM)?
b. Are there strategic goals linked to digital learning, compliance reporting, or learner engagement which the LMS is expected to support?
