Freedom of Information request Specialist Treatment and Recovery (STAR) Team

Response published: 22 April 2025

FOI Request

The Specialist Treatment and Recovery (STAR) team is a team commissioned by GICB to provide assistance with complex mental health needs that cannot be met by existing commissioned services. Firstly can you provide all information you have regarding the responsibility, duties and aims of the STAR team? Are they a subsection of the recovery team? What facilities, treatments and resources do they have access to? Are they supposed to interact with patients directly or do they possess a more bureaucratic role or do the members provide treatment themselves? Secondly can you provide a contact email address for the STAR team.

Freedom of Information Request – Ref: FOI 426-2025

Thank you for your recent Freedom of Information request. Please find our response below.

You asked:

The Specialist Treatment and Recovery (STAR) team is a team commissioned by GICB to provide assistance with complex mental health needs that cannot be met by existing commissioned services.

Firstly can you provide all information you have regarding the responsibility, duties and aims of the STAR team? Are they a subsection of the recovery team? What facilities, treatments and resources do they have access to? Are they supposed to interact with patients directly or do they possess a more bureaucratic role or do the members provide treatment themselves?

Secondly can you provide a contact email address for the STAR team.

Our response:

The STAR team is not a sub-section of the Recovery Team. It is a standalone team with a delegated budget from the ICB (Integrated Care Board). The team consists of Clinical Case Managers and a Social Worker, whilst the panel consists of a wider group of professionals and is responsible for decision-making in relation to funding requests.

The team is responsible for receiving, and triaging, referrals relating to individuals with secondary mental health needs where the referrer is requesting services that are not already provided/commissioned by Gloucestershire Health and Care Foundation Trust. This may include one-off assessments or evidence-based treatment that is offered by other NHS Trusts or the private sector.

Direct patient contact depends upon the nature of referrals but would not replace any support already provided by the individual’s secondary mental health team. Clinical Case Managers are responsible for gathering information in relation to the referral, presenting this to the panel (ideally in collaboration with the referrer) and monitoring/reviewing any services commissioned by STAR.

The email address for the STAR (Specialist Treatment and Rehabilitation) Team is STAR@ghc.nhs.uk.
