Following a review of the information held by the Trust, we can confirm that the energy procurement exercise referred to in your request was undertaken in accordance with the applicable procurement requirements and the Trust’s internal procurement procedures.

The Trust does not hold formal decision-making papers, business cases, option appraisals, procurement strategy documents or approval documents specifically relating to the original decision to procure the energy services through West Mercia Energy. However, for the renewal process it was determined in correspondence between the Procurement and Estates departments that the main benefits of continuing with this contract were:

West Mercia Energy provides a fully managed service provision, with the following benefits:

  • A fully flexible, risk managed energy procurement
  • Full bill validation, payment management, and proven energy cost avoidance
  • Annual price validation
  • Full query management
  • Access to all data via myWME portal
  • Siteworks provision
  • Contract Management – Quarterly portfolio / performance reviews with WME Snr Mgt
  • Detailed, site level budget support
  • Quarterly review meetings
  • Detailed annual pricing file, issued before the new pricing period
  • Excellent Customer Service
  • Annual networking events

The CCS/GCA National NHSE Energy Basket option was also considered. However, initial discussions demonstrated that it did not include the additional benefits identified above and it was therefore not pursued. No further recorded evaluation, option appraisal, business case or comparison is held by the Trust.

You asked:

6. Please provide the name, job title and department of the officer responsible for contract management following award.

Our response:

The department responsible for contract management is Estates, and the relevant role is the GHC Energy Manager, who can be contacted via GHCEstates@GHC.nhs.uk. The Trust considers the name of the individual officer to be personal data and is withholding this under section 40(2) of the Freedom of Information Act 2000, as disclosure would be unfair and would contravene the data protection principles.
