Dear FOI Officer, Under the Freedom of Information Act 2000, I am writing to request information regarding the NHS Trust’s use of the Education and Training Tariff, specifically for postgraduate doctors in training, and request the annual self-assessments. Please could you provide the following: Annual Education and Training Self-Assessments A copy of the NHS Trust’s annual education and training self-assessment report. Can you please provide the latest report submitted. The reports are mandatory according to the NHS Education Funding Agreement Schedule 3 Total amount of Education and Training Tariff funding received by the Trust for postgraduate medical education over the financial year relating to the last Education and Training Self-Assessment report. Breakdown of Education and Training Tariff for Postgraduate Doctors A detailed and itemised breakdown of how the Education and Training Tariff allocated for postgraduate doctors in training has been spent over the same financial period relating to the latest Annual Education and Training self-assessment submitted. Specifically, I would like to know a breakdown of all expenditures covered by this tariff including but not limited to: Teaching staff salaries (including number of staff employed) Administrative staff salaries (including number of staff employed) Any contribution of tariff towards Consultants programmed activities (PAs) to educational roles Facilities provided specifically for medical education and training (e.g. libraries, study areas) Pastoral support and well-being services for trainees Any contributions towards trainee study leave, clinical exams, and related support activities. 4. Does the trust have any mechanisms in place to review if the Education and Training Tariff is providing appropriate educational value to Postgraduate Doctors and what are those mechanisms? I would appreciate it if the information could be provided in a digital format (e.g., PDF or spreadsheet). If data are unavailable or if certain details cannot be disclosed, please provide as much relevant information as possible and explain any exclusions under the Act. Our response:

The Trust does not hold information regarding how the amount of tariff funding for postgraduate doctors in training has been spent. However, expenditure on Postgraduate trainee pay costs totalled £3.97m in 2024/25.

Our response:

The Trust does not hold information regarding how the amount of tariff funding for postgraduate doctors in training has been spent.  The administrative staffing team support the whole of Medical Education.

Our response:

Consultant PA costs for Medical Education and training totalled £178,890 in 2024/25.  This is funded from a range of sources and does not solely relate to the Postgraduate Medical training programme.

6. Pastoral support and well-being services for trainees

Our response:

The Trust has a supportive Occupational Health Team (Working Well) and runs a telephone counselling advice line called The Wellbeing Line. A number of the members of the Medical Education Team have pastoral roles which include the Support Champion who liaises with those Resident doctors working Less Than Full Time/returning to work/had over three months not working and Champion to support International Medical Graduates. Medical Education appoints resident doctor well-being champions. We run two Well-Being Days per year.

Our response:

Study leave Medical Education administer study leave for Resident doctors, using Health Education South West guidance which is available via Study Leave Guidance within the South West 2025 – Severn PGME Reimbursement of expenses is paid via the Trust’s online expenses system called Easy Expenses which is refunded with salary once a month.

Clinical exams Medical Education reimburse core psychiatry resident doctors exam fees for those who have passed MRCP Part 1, Part 2 and CASC (the passed attempt only). This is reimbursed via the Trust’s online expenses system called Easy Expenses which is refunded with salary once a month.

8. Does the trust have any mechanisms in place to review if the Education and Training Tariff is providing appropriate educational value to Postgraduate Doctors and what are those mechanisms?

Our response:

Medical Education strive to provide a good educational experience to all of the psychiatry core and advanced resident doctors on three year rotations as well as the GP and F1/F2 Residents doctors on six month (for GP) and four month (for F1/F2) placements. There are many ways we monitor our performance which include those mentioned. Results of the annual GMC survey and NETS (National Education & Training survey) are reviewed when received and feedback acted on. We play an active role when our presence is requested to participate/have resident doctors attend the Quality Panels for psychiatry core and advanced (held for each specialty) resident doctors as well as for GP and Foundation Resident doctors. All Resident doctors complete confidential Initial & End of Placement forms prior to meeting with their Educational Supervisor/Clinical Tutor at the start and end of each placement which has a mix of questions with a scoring system and free text comments. Resident Doctors Forums are held four times per year where collaborative discussions take place to resolve issues raised by the Residents. Resident Reps attend quarterly Medical Education Board meetings with a slot allocated on the agenda for them to feedback to the Medical Education team what is going well/suggested improvements/issues their peers have asked to be raised. The team act on any further feedback as well as issues raised to ensure continual improvement.
