Exception Reporting

Dear Gloucestershire Health and Care NHS Foundation Trust,

I am writing to request information under the Freedom of Information Act regarding Exception Reporting FOI. Please can you complete the below questions.

IT Systems / Contracts

I am writing under the Freedom of Information Act 2000 to request information about several systems and services in use at Gloucestershire Health and Care NHS Foundation Trust.
My inquiries are as follows:

Framework Agreements

I am doing a research project investigating call-off contracts in the public sector. I have identified three potential call-off contracts awarded by Gloucestershire Health and Care NHS Foundation Trust, but I can’t find details of the framework agreements they were awarded from.

I have attached an Excel file that contains the information I am looking at. The last two columns (“Title of framework used” and “Further framework info”) is where I am missing information. Please could you provide the name of the specific framework agreements or DPS agreements used here. If there is any further info which you think would help me locate the framework agreements (e.g., a link to the framework’s Contract Finder or FTS listing, the framework provider, or a widely-used reference number such as CCS’s RM codes), please use the final column for this.

Please note that I have identified these contracts as possible call-off contracts, so some of them might not be. Some could be, for instance, procured directly (without being called off from a framework agreement), or could be themselves notices of the establishment of a framework agreement. Therefore I would kindly ask you to specify in these incidences what kind of procurement was used in the “Title of framework used” column.

Servicing of Weighing Scales

• The name of the supplier/s who service your weighing devices (baby scales, chair scales, floor scales, column scales, patient transfer scales, bench scales for example)
• How many weighing devices are covered by this contract?
• What standard (or average) price per scale do you pay for servicing
• The date that the servicing contract ends.
• The value of total spend on weighing devices (split between patient weighing and other) excluding servicing in the last 3 calendar years split by year and the value of that spend by weighing device supplier in the last 3 calendar years split by year.
• Do you have any weighing devices integrated directly or indirectly to an electronic patient records system (EPR)?
• Which electronic patient records system do you use/plan to use?
• If you haven’t done so already, do you intend to integrate weighing scales to an EPR in the next 12-24 months?
• Do you use Welch Allen Vital signs monitors in the Trust, if so, how many and are any of these connected to weighing devices?
• How many suppliers were invited to tender/were considered for your current contract
• What was the decision criteria with regard to the current contract including any weighting

I am seeking the full and entirety of the organisation’s contract register or database. The register should include the following columns/headings or something similar:
• Contract Title: The title of the contract, e.g., “IT Services Contract”.
• Supplier Name: The name of the organisation providing the goods or services.
• Estimated Spend (Total or Annual): [Radio Button] Whether the estimated spend is for the entire contract period or annually.
• Contract Duration: The initial term of the contract in months.
• Total Contract Period: The total duration of the contract, including any potential extensions.
• Contract Extensions: The number of months for any potential extensions.
• Contract Start Date: The date the contract officially begins.
• Contract Expiry Date: The date the initial contract period ends.

Bariatric Surgery

We are trying to determine the number of patients that are currently on the waiting list for bariatric surgery across the country i.e. they have been assessed as eligible and meet all the criteria for surgery and are now waiting for a surgical date. With that in mind please could you pass to us any information you have to address the following questions:

• How many referrals have you had into your Tier 4 Bariatric Services within the past year?
• What is the average time between their RTT into Tier 4 service and their first appointment in clinic?
• If you do not have a Tier 4 service in your Trust, how many patients have you referred to neighbouring Trust within the past year?
